Sinibaldus Fiscus, later Pope Innocence IV., highly gifted jurist, glorious and unscrupulous Machiavelli-like politician and important pope, studied canon law at the University of Bologna under Johannes Teutonicus, the author of the gloss on the papal law books, and Roman law under the great Accursius, the author of the Glossa Accursiana of the Corpus iuris civilis, and also under the famous Azo. He was elected pope on 7 December 1254. As Innocence IV. he became the great adversary to Emperor Friedrich II. His revolutionary commentary on the decretals, written between 1246 and 1254, can almost be regarded as the legal material of the decretals which became law in 1234.For the first time we find text-critical remarks on a papal law book. Coing, Handbuch I, 376 & 377f. (K.W.Nörr): “…zwischen 1246 und 1254 verfasst. Wohl der vorzüglichste Kommentar der mittelalterlichen Kanonistik. Mitkommentiert werden die eigenen Dekretalen”.
